How Do I Partition An External Hard Drive When It Cannot Find The Sector Requested?

My external hard drive went on a fritz and now it does not work. I went into Computer manager, (running vista 64x) and tried initializing it however it gives me the error of trying to find “cant find the sector requested.” Now I am trying to give it a specific drive and then partition it however I cannot do that either. Does anyone have any kind of suggestions to fix this?

    Reinstall Windows (AND COMPLETELY REFORMAT YOUR HDD).
    If you had a mac, there would be software to help you with this in realtime. TOO BAD FOR YOU LOOSER.
