Personal Antivirus is a rogue (fake) anti-malware application.
In order to remove the program it will require you download, install, and update the best antispyware. http://trojan-horses-killer.com

Personal Antivirus is a rogue deadly virus that doubles as fake antispyware. The program promotes “scareware” which attempts to frighten you into buying it. If you are one of the unfortunate people who downloaded this virus your computer and personal information are at risk.
Fortunately with the right program you can remove Personal Antivirus pretty quickly. You need a program that scans the registry and other embedded areas the virus hangs out in. You can try the program I use for free at http://www.spyware-fix.net
Good luck!

First uninstall it. Then, put your computer on safe mode and do the system restore back to the time before you got personal antivirus and it should be gone.

Download malwarebytes and run a full scan on your machine. The personal antivirus program is a trojan (a bad program) and you will need to get rid of it
