I would suggest using Microsoft Word, but I think http://www.allrecipes.com has one, too.

If you have MS Access, (part of Microsoft Office), then you can download a free template to organize your recipes. It works great!

Microsoft Word. Just make folders for each cataloger you use and put your recipes in there.
