Is Home Antivirus 2009 A Legitimate Program Or A Virus?

I somehow have this program called Home Antivirus 2009 installed on my computer. It keeps telling me that I am infected, but my other anti-virus programs say I am fine. Something does not feel right here. Is this thing a virus or am I really infected? Also every time I try and uninstall it, on the next reboot, it just comes back. Help!!
