Most likely this is because you have the spyware infection
Microsoft.Windows.Security.Center.Disa…
You should download Spybot Search & Destroy from http://www.spybot.net to get rid of this
I would also recommend Malwarebytes Anti-Malware from http://www.malwarebytes.org to get rid of any other spyware you most likely have.

You have to completely remove it threw windows add and remove programs. Also do a search for the program on you your hard disk and see if it shows up any place in files or hidden files. After complete removal including recycle bin, reboot then reinstall virus program.
Some times seeing you tried this more than once you have to search because removal is not complete. Do not leave any icons on desk top.
And if it is not on rom disk down load it again then reinstall.
Hope this helps
I read bo-garts reason.
Do his first it maybe the answer if not do mine.

Windows tells it may not be able to detect some antivirus programs, so it’s normal.
Go to Windows Security Center.
In the left menu, click Change the way Security Center alerts me.
You’ll have 3 chekboxes called Alert Settings.
Remove the “Virus Protection” and click OK.
That should solve the problem and the annoying red shield will get off your tray.

Its maybe because the Operating system dont recognize the Anti-Virus…
eather try to download something better…. http://www.filehippo.com and go under Anti-Virus section
OR
If you think that you are protected… you can go into the Control Panel, Security Center and then you can click the option “I’ll take care of Anti-Virus myself” or something like that!

the reason behind this is that your anti virus software may be out of date, or the updates provided by ur software company are not yet latest they r just basic so u will have to definately switch to some other antivirus software, bcoz ur software provides least protetion or basic level protection
actually some softwares are of low quality like spyware terminator

You could try manually entering the name of your anti virus and where it is. Browse.
