You will need to have money to run the online server as well as create one. Its harder then you think. I dont know anything you can use to create this most people have specilized programs so good luck.

it would be very complicated for one person to create operate and maintain an mmo like that, also there really is no software to do it you need to create it yourself useing a programing language of your choice. you need to make graphics, ect. yourself so unless you are will to put lots of time and money into it i dont think you will be able to do this.
try a simpler flash game or java based game like you find on addictinggames.com still very difficult to create games like that by urself, but doable, and definatly easier than an mmo

It would take years to create a decent online game and I doubt whether you are know what you are doing.
