What Kind Of Photo Editing Software Is Best For Creating A Logo?

Hello, I need some help. You see, I want to create a logo for my company. I want to create it from scratch, but I just can’t find the perfect photo editing software. Can anybody help me? What I plan on doing is writing my Company’s Name on the logo, then pasting pictures of our items that we carry, and add alot of color. The software needs to be downloadable, free, virus-free. Can anybody help me?
