Any comics you make will only be as good as your own skills, there's no way to cheat with an expensive program. If you're making webcomics, you just something to add text to your speech bubbles. There are specific programs designed to help with manga, (like Manga Studio) but to me they seem like cheap knock-off versions. Photoshop is a pretty decent program that should last.
