just go to http://www.ventones.com
1) download your favorite song from limewire or your favorite mp3 downloading program
2) upload the mp3 file and use Ventone’s FREE Ringtone Creator
3) after you’ve made your mp3 ringtone, go to your “My Ventones.com” page where you will see your list of created ringtones.
Click on the ringtone,
4) That will take you to the ringtone page, scroll all the way to the bottom, where you will see a link that says
“Click here For your Iphone Ringtone”
5) Click on that, and in seconds you will get a link for your Iphone ringtone download. Download the file onto your computer.
6) Go to itunes, and Import the iphone ringtone that you downloaded from Ventones and you will automatically see it listed under Ringtones category in iTunes.
7 ) Connect your iPhone and Sync the Ringtones.

Not software, but you can find any tone imaginable.. even celebrity tones– its awesome!:::::
Go to http://www.myxertones.com– This website offers free downloads for the iPhone without making an account. Simply place a folder on your Desktop labled iPhone ringtones. Download the ‘tone you want’. Open the iTunes Program on your computer and open the folder that you downloaded the tones to, then drag the tones from the folder to the iTunes Program.
It works like a charm!!

Audacity is a good audio manipulator and allows to save audio files in MP3 with different bit depth and ratio. You can always use Itunes to convert and add your new ringtone.
Its open source so it might be a little glitchy at some points but so far I haven’t had any technical issues with it.

Pretty much any program which can edit and cut MP3 format sounds. Try Audacity.
